JOB PURPOSE (Limit 750 characters)
World Vision Tanzania seeks highly qualified candidates for an anticipated five-year donor funded project with key objectives to increase empowerment, reduce exploitation and abuse, increase uptake of ASRHR services, including Nutrition & HIV and Increased Economic Opportunities through skills development, job creation, policy and capacity building. The project is anticipated to be implemented in Dar es Salaam and Dodoma. The anticipated project aims: To Improve enabling environment to advance gender equality and rights and protection from SGBV and adverse SRH and Nutrition outcomes Improved capacity of youth/CBOs to meaningfully participate in and engage local decision-making structures to advance gender exploitation, adolescent girls' and boys' SRHR, and prevent and respond to SGBV. Increased access to improved ASRHR and nutrition services for adolescent boys and girls in and out of schools. Increased gender equitable participation of female and male youth from 16-19 years in the labour market. Adolescents Economic Empowerment Specialist will be responsible to directly execute and provide technical advice on adolescent economic empowerment project activities. This entail workplan activities implementation and operations to achieve the intended program results and impact with timely reporting as per approved project design document and log frame in a cost-effective manner, while maintaining a high level of excellence and accountability. He/she will specifically be accountable on the project efforts to achieve enhanced gender equitable participation of vulnerable adolescents aged 15-19 years, particularly girls, in labour market and entrepreneurship programs. In addition, Adolescents Economic Empowerment Specialist will take part in monitoring and evaluation activities per approved project plan. procedures and donor requirements. Furthermore, Adolescents Economic Empowerment Specialist will work with partners and Local and central government actors, and interaction with the wider project stakeholders. This position is contingent on the confirmation of funding from the donor.
MAJOR RESPONSIBILITES

50%	Effective Project Implementation on Youth/Adolescent Economic Empowerment Including Capacity Building. Champion high quality implementation and reporting of project adolescent economic empowerment program. This will/may include providing technical support on effective formation and operation of Adolescent and Youth Groups to ensure their viability and effectiveness. Provide guidance and support on youth economic empowerment agenda by ensuring adherence to national youth empowerment guidelines, strategies standards, and ensure involvement of private sector and other actors. Interpret youth economic empowerment guidelines and relevant government Manuals and protocols for project staff and participants/beneficiary related training. Develop/support TOT trainings on adolescent economic empowerment. Assist in capacity building of sub-grantee/local civil society organizations staff, participant/beneficiary groups and other community groups on WV economic empowerment models accordingly. Innovatively collaborate with partners, allies, LGAs and like-minded stakeholders to influence policy and achieve the multiplied project impact; Maintain a tight understanding on all field activities, programme strategies, resources and actual responsibilities as necessary to ensure appropriate progress toward objectives; Deliberately ensure that project is well implemented to generate evidence for community and policy impact, and contribute to World Vision Tanzania strategy overall achievement.	Effective project implementation according to PIP and Log frame to ensure it achieves gender equitable participation of vulnerable adolescents aged 15-19 years, particularly girls, in labour market and entrepreneurship programs.
20%	Monitoring, Evaluation, Accountability and Learning (MEAL) and Reporting Adapt in collaboration with project colleagues, the project theory of change; Participate in development and implementation of the programme’s impact measurement system, including: collection of baseline and periodic data for tracking programme performance and decision making; Participate in preparing and sharing of quality project progress reports as per provided timeframe and submit to the project manager. Take part in annual programme review meeting to assess progress, adjust plans, and draw/disseminate lessons learned; Participate in documentation of stories of transformation and lessons learned.	Quality monitoring, evaluation, reporting and learning to enhance tracking project progress towards goal and influence decision-making.
15%	Networking, visibility and donor recognition Establish and maintain good relations with partners, LGAs, central government and stakeholders concerning the implementation and accountability. Ensures project interventions and donor are recognized by the government, partners and communities through project branding, participation in different forums including national, zonal, regional and local events. Develop and support effective linkages and collaboration with key public institutions in the urban programming and adolescent empowerment fields. Represent the project in various assigned learning and sharing meetings/workshops/conferences. Facilitate documentation and sharing of processes, challenges, best practices and lessons learnt.	Build network and create a positive image about the project, donor and WV in general
15%	Project Budget and Resource Management Participate in annual and multiyear project budget plans, reviews and report preparation in collaboration with finance staff. Ensure compliance with WVT finance policy and donor requirements in management and use of financial and non-financial resources; Take part in management of project funds, including monitoring of monthly budget burn rates, budget re-alignments, and support internal and external auditing; Creating synergies and resource leverage with government and other actors through facilitating integrated and collaborative planning and budgeting. KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience	A minimum of 3 years relevant experience in economic empowerment for adolescents Demonstrated experience in a Project Management role and use of project management cycle in the delivery of development projects is required. Demonstrated experience managing multidisciplinary teams is an advantage. Experience implementing international donor funded projects Experience in delivering technical assistance and/or institutional capacity building is an asset Familiar with current Advocacy issues around adolescent sexual reproductive health and working with adolescents & youths is a MUST
Required Education, training, license, registration, and certification	Bachelor’s Degree in Community Development, Development Studies/Planning, Economics, Business Administration, Social Science disciplines or other related disciplines with at least 3 years’ experience in urban and/or adolescent economic empowerment.
Preferred Knowledge and Qualifications	A clear and undoubted experience in delivering urban programmes. Having Master’s degree in the relevant field will be an added advantage. Should have a prior experience with World Vision and/or similar international NGO’s. Basic understanding of advocacy approaches and advocacy issues at local, national, and international level. Excellent communication and presentation skills in English and Swahili Significant experience in working with government officials, donors, and multi-partner programmes Proven experience in facilitating effective project documentation and dissemination of results to a wide range of audiences. Ability to work on tight deadlines Strong commitment to WV Values, Mission and Vision.
Travel and/or Work Environment Requirement	Work environment: Office-based with frequent travel to the field. Travel: 10% Domestic/international travel is required. On call: 5%.
